No, he' simply statings that even if CFR and that shit is real,the president doesnt have indomitable power if i am not mistaken. Every other component of the government is already under control soo why the fuck would the president pull a rambo and save everyone. As a ghost reader i completely agree with the entire statement and amazed he doesn't get roasted more often. With the amount of bible bashing and harsh criticism i am suprised more isn't directed towards a full out believer of a massive conspiracy of the entire earth.
