Their obviously trying, but these cartels are highly sophisticated. They rack in a hell of a lot of money which funds their weapons and pays corrupted officials. Any third world place, corruption is going to take over. Unlike the US, our Gov't leaders, law enforcement agents actually make enough money to support a family and what not, in Mexico and other countries that ain't the case. Our system of Gov't is just better than anywhere else also, checks and balances.
Anyways, these drug cartels ain't afraid to kill or to be killed. That's the difference with our lil drug dealers and gangs here, peeps here are a afraid to die. Over there, no hesitation. They'll blast cops, kill kids, torture, any sick shit, don't matter. Our local street gangs here ain't shit compared to these fools. Real G's don't shave their heads, wear baggy ass clothing, loccs, drive lowriders, bump music in their cars,... any fucking thing to bring attention to themselves. The real mother fuckers do shit low pro looking like an average Joe.
