An 18-year-old Yuba City man was killed in an apparent exchange of gunfire between passengers in two cars near Bridge Street and Gray Avenue in Yuba City on Sunday night.

Yuba City police spokeswoman Shawna Pavey said details were sketchy as detectives tried to piece together witness reports from two different crime scenes.

"We had reports of shots being heard at Gray and Bridge," Pavey said.

Those initial reports came in about 7:10 PM. As police rolled to the area, officers became aware of a gunshot victim at Morton and Main streets, nearly two miles away and in the opposite direction of area hospitals.

"Apparently he was driven there," Pavey said of the victim, who took one shot to the head, and was pronounced dead at Rideout Memorial Hospital in Marysville.

His identity was not released Sunday.

Pavey said she was not sure if an officer was flagged down by someone at Morton and Main, or had come across the car with the gunshot victim. She had no information about the driver, or why that person drove to that location.

Pavey said she was not aware of any specific suspects being identified during the early stages of the investigation.

"I know they are working on identify the other vehicle, but I don't know what if any specific suspect information they have gathered," Pavey said.

"We are certainly not ruling out that there was gang involvement in this," Pavey said.

Detective Sgt. Brian Bernardis is heading the investigation.

Pavey did not expect any additional information would be available until later today.

A Yuba City man wounded in a car-to-car shooting was identified Monday as 18-year-old Angel Madrigal.

An autopsy was performed this morning on Madrigal but the results will not be released until Tuesday, said Brenda Baker, spokeswoman for Sutter County Sheriff/Coroner J. Paul Parker.

Madrigal would have turned 19 in two days, said Baker.

Madrigal was shot shortly after 7 p.m. at the busy intersection of Bridge Street and Gray Avenue. Red light cameras at the intersection did not capture an image of the vehicle from which shots were fired, police said.

Multiple shots were fired during the incident, said Deputy Chief Jeff Webster of the Yuba City Police Department.

Two to four other people were in the car with the Madrigal. After the shooting they traveled more than two miles to the intersection of Morton and Main streets, where they flagged down an officer who was investigating a hit and run accident, said Pavey.

Madrigal was unresponsive when paramedics arrived. He was taken to Rideout Memorial Hospital, where he was pronounced dead.

Detectives are working nonstop, interviewing the other occupants of the car and witnesses, who so far have provided only a "very sketchy" description of the vehicle from which the shots were fired, said Webster.

Detectives "are working with a lot of information and trying to get it all pieced together," he said.

The shooting may be gang-related, said Pavey.

fatal shooting in Yuba City on Sunday shows the need to get more police on the street —and more community help in fighting gang crime, said city leaders.

Yuba City's third murder this year occurred when Angel Madrigal, 18, died of a single gunshot wound to the head, according to results released Tuesday by the Sutter County Coroner's Office.

Sunday's deadly crime at Bridge Street and Gray Avenue is the latest homicide that has struck the city, which saw three homicides in 2007 and two in 2006.

But it's not the number so much as the crime's occurrence at a busy intersection of Bridge Street and Gray Avenue in broad daylight.

Councilman Tej Maan said he often shops at a grocery store near the daylight shooting's crime scene. The proximity prompted a talk with his children at the dinner table.

"It's tragic," said Maan. "Something like this can happen in a nice town like Yuba City."

The city's police chief pegs the number of gang-related homicides at two so far this year. The number is unusual for the city, but not for the Central Valley, where other cities are seeing more gang crime as the number of youths from 15 to 19 years increases —an age bracket during which violent crime peaks.

Police Chief Richard Doscher said it is unusual to have two gang-related homicides in the city.

So city leaders' phones should be ringing off the hook after another deadly shooting, right? Not exactly.

Mayor Rory Ramirez said he has not received one phone call after Sunday's shooting. Neither has Councilman Kash Gill. Maan said he received a couple of phone calls.

"They're definitely concerned," said Maan.

City leaders note sparse attendance at a series of City Council meetings on resources needed by the Police and Fire Departments that culminated with a July 22 decision against a sales tax increase ballot measure.

The biggest turnout was a handful of people who showed up for one meeting —hardly a community mandate for more crime-fighting resources.

"It is somewhat disheartening to see what appears to me a high degree of nonresponsiveness," said Ramirez of the turnout.

Ramirez said it is very unfortunate that another 18-year-old was killed. But the city needs a plan, not a reaction.

"There isn't anything we can do in a snap judgment sort of way that can stop a tragic situation like that from occurring," said Ramirez.

Gill said a long-range response is needed that involves schools, community leaders and churches.

"It's got to be a whole, community-wide effort," said Gill.

City leaders say more community involvement is needed to stem gang crime, along with more police officers.

"You don't get far with gang enforcement if you don't have community backing," said Doscher.

Many of the gang crimes are difficult to solve because of a lack of cooperation from people involved, who may fear reprisals.

The City Council decided last month against putting the sales tax measure on the ballot in November for police and fire staffing and facilities, saying it was unlikely to pass. A financial measure is also going to be needed to repair levees and some council members feared a conflict between competing tax initiatives.

But the city, which has had to tighten its belt after a slump in tax revenues, is now looking at whether it can conjure up the money for additional officers for its gang unit with the resources it has now in city coffers
