On that walkway where people jog, is there a parking section on the toll side, so I don't have to cross the bridge to take the walk?

I know people are allowed to go around and take pictures over there like it's nothing. But if I am shooting a subject model with a small light setup, would that be a problem? All I would be using is the outside of the old buildings... Thanks, world.
