Most people have the res of 1024x768. But it's all up to you, there are no set dimensions.

You could start off with a layer that's like 800x600

I’d do it just smaller than 1024x768 so you don’t get scroll bars poppin up... but also try different combinations of page dimensions with different backgrounds to fill the white space... like dude said above there arent any set dimensions
