Tutorials on Urban/Cartoon like style

I was curious if anyone had any tutorials on how to make pictures look like cartoonish/urban style album covers. for example like this. just curious cause I like seeing art work like this

Not really a "Cartoon" because artists on here do cartoons...

example: Cartoon would be what Young Cutthroat does...

the cover you posted is what we call LuciusArt but you can get the same effects without Lucius with levels, curves, contrast, etc.
