Quick question about web designing...

How do you upload your own icon so that when someone visits the site, it appears next to the URL in the address bar or if you bookmark it, it's the icon. Is it an option when you actually get a host or something? Or is it a part or HTML/CSS? For example, if you don't get what I'm talking about:

It's HTML that goes in your header code... it's called a Favicon.

It's a special type of file and goes in your root directory.
