I don't know how they do it in Iraq but over here the speeds are based on neighborhood bandwidth, so you're sharing with the whole hood. There are caps in place but they pretty much set those from the company end.

back in the at&t @home days i was downloading at like 1500 kb/s then i used a program to open up some ports or some shit and disable some limiting settings and was downloading at 3mb/s for a good month or two before i read this story of people getting caught up for doing it and having to pay like 20,000$ back for stealing bandwidth, got rid of the program changed my settings back and speeds went back down and continued to shrink as more and more people got cable
