actually I would doubt that He will get very many offers over vet minumum. So he could fit into your plans....BUT

how many wr's do you want in camp? Thats going to be alot of wr's for you guys and in order to keep him even at min you will have to cut somewhere else and have a shitload of wr's.

So while the price range would porbably work out I dont see you guys having room on the roster for him. Raiders after the draft now have 11 wr's on the roster....going to 12 to keep him as a mentor would not be feasible. Just a comparrison but Denver has 9, Chargers have 7 and kc has 6

damn, im hella surprised at this move...I'd say bring em to the niners but we don't need another wideout who's not a true #1...

The Raiders should snatch him up... he's a great posession receiver and will make some tough catches. I wonder why the Panthers cut him? I wonder if they plan on re-signing him...

Don't forget.... he could block pretty well too. He's never been known for his speed but somehow he knows how to position himself against DB's to get open. He's got good hands. The Raiders should take a serious look at Keyshawn and his asking price.

you have a ton of wr's now...why bring more to camp? especially an older guy...camp is to give your young guys time to learn...you bring in Key and you weaste time on him and take time away from a younger guy who can help you more down the road.
