i think its cuz the kangaroos power the isps there and if you over work them, they get tired...and need a rest so the wallabees take over and obviously are much slower.

um yes they do. thats why they have threshold limits. just cause u dont get limited dont mean ur isp doesnt do it. just means u dont use that much bw

the local cable company has a cap if u download so much in a 10 min time span it limits u to 75kb/s
