Ok, I'm moving w/ my lady to San Diego this Sunday. I need to set up the electricity and phone services. However, my name is not on the apartment lease, only my lady's name is. I want to put the electricity and phone services in my name so I can apply for low-income discounts. My lady can't do it because she's a dependent (medical benefits from her mom's job) and if you're a dependent you can't apply for low-income discounts. So what I want to know is, can I call SBC and the PG&E and start the service under my name at the apartment under my lady's name and apply for low-income? How does PG&E know who's name the lease is under and what not? Basically, can I get caught up for doing this? I have to lie to them saying I'm the sole renter of the place and no one's living with me. Can they call the apartment manager and verify if I live there? Thanks.

I am a landlord in Oregon. Most of the time, PGE, phone, etc. don't contact the landlords. My company always contacts the utility companies to make sure the tenants have put the bill into their name. Basically if your landlord calls the utility companies, that's how you will get caught. Do you know if the landlord verifies that stuff? I'm not aware of landlord / tenant rules in Cali. Hopefully this helps you somewhat.
