Is there a way where I could compress MP3's without losing sound quality?

And thats without using real player also...

I'm trying to compress some MP3's I have to TINY files kind of like what real player does but I can't do that without the bit rate going below 64. And at a 64 bit rate the sound quality is obviously not good. So I'm wondering if there was a way..
