There was a thread concerning this at this same time last year when many were shouting that Nost' had predicted the fall of the Twin Towers. The "prediction" turned out to be nothing more than a classroom experiment from a much more recent time.
Ultimately most believe they (Nostradamus' prophecies) are broad riddles-like descriptions that future humans applied current events too.
In short, lucky guesses.

JUDGEMENT
nothing more nothing less. if the prophet tells you something it its along those lines and it comes to past you better HEED (this applies to those who have an open mind/spirit/heart)
if he tells you something and it never happens.......well.......

pre destination?????? pre destined to what? heaven? hell? no i dont believe that YHWH made people to specifically go to hell. everyone has free will to accept or not accept. does he know all things? yes. so you can say the answer is yes and no.

My thoery is we were all made in Heaven. While we are on earth if we choose to do something for God He chooses to do it for us. Cuz that's what He does He gives you what you ask for as long as it's good. God teaches you whatever it is you need to learn in order to accomplish what you ask of Him. The only person I think He made for a specific purpose was Jesus. To put it simply Jesus is God's weapon against evil. Jesus is God's sword. Jesus is vengence for the righteous. Jesus is punishment for the wicked. Jesus is the result of God gettin savlike.

to answer your second question the spirit does NOT call out to everyone and does NOT go to everyone. take a look at christ disciples when they said he was the messiah (and his reply to them).
many are called few are chosen. a BIG difference is made between WENT and SENT.
ok so if people are already chosen that means we shouldnt even share the word of GOD with others right? wrong. teach the gospel to all nations.
GENTILES were GRAFTED in AFTER the HEBREWS/JEWS did what they did.......so where they pre destined?
