Dope CD fam... I wondered this a while back too and did some research and it turned out that the sample is not a film but off a PBS documentary called 'The Fillmore', part of a series "Neighborhoods: The Hidden Cities of San Francisco"

There are some links to classrom resources which quote some of the excerpts from the documentary which are used as samples on the One Moe Reason intro. So it's a school documentary, not a movie.
