I don't think that ever came out on CD. I have been looking for that for ages but I can't find it. I have seen a scan of the tape cover once.
I have inside looking out/ russian roulette on vinyl 12" single, but that is the closest I have managed to get to the whole EP.

Why would BIGTYME RECORDZ (the record company that released it) state that it came out on CD?

I think that was listed as a CD by mistake, because they have corrected it on later CDs. On the other hand, they migh have had it by the time 3 n da mornin came out and then sold out. I don't know, but considering all other bigtyme records were released on Cd, even the Banned single by UGK, it might suddenly show up. But when did that inside looking out EP drop? Before or after prone to bad dreams and banned?

Yes, I checked my single and it dropped in 93.
It would be dope if someone suddenly showed up with a CD by now. If that CD ever shows up on ebay it will sell for far more than I can afford, LOL. But honestly, I have never ever heard anything about a CD of this. Doesn't 20-2-life/Black/killahoe have a website and myspace site so someone can ask?

Huh....might be then. Could be a low # re-release too because the tape has a barcode and that CD doesn't for some reason. When I first came up on mine I went to a couple southern collectors I know and asked them, they both told me it was only on tape but they could be wrong.
