theyre gonna start shipping inmates outta state on a volunteer basis supposedly...Schwarzenegger allows prisoner transfers to save space
SACRAMENTO, Calif. Some California prison inmates could soon be heading to Oklahoma.
California Governor Arnold Schwarzenegger is declaring an emergency over prison crowding which lets him use executive powers to send inmates to other states.
California prison officials say private prisons in Oklahoma, Arizona, Indiana and Tennessee are willing to take about 22-hundred inmates and the transfers could start within 30 days.

i dont think there is a housing facility in the state of california that hasn't gone past its occupancy limit.. good luck on another state allowing foriegn inmates..but im sure arnold will find some buyers... but i think the best bet is to release those or shorten the time for people who commited non-violent crimes.. petty theft and mutual combat etc..
SACRAMENTO — Hoping to reduce the number of Californians who cycle in and out of prison, Gov. Arnold Schwarzenegger has quietly signed a bill allowing nonviolent ex-convicts to earn their way off parole early by completing an intensive drug treatment program.
The new law marks a significant — and wise — change in the state's approach to parole, says an expert who has previously accused the governor of wavering on prison reform. UC Irvine criminologist Joan Petersilia said other states have already demonstrated the benefit of giving low-risk ex-felons a chance to shorten their parole terms through good behavior.
California has the nation's largest state prison system with about 172-thousand inmates and is about 70 percent over capacity.
