i want to edit some Tech verses from different tracks together to make one track...whats the best program to use??? please help

and it's hard to give advice when people don't know your skill level. (beginner/amatuer/pro) What I mean is what kind of things are u capable of and what Software are u familiar with?

You could use Protools or any other DAW program, acid, I could go on and on

So u wanna do lke a sampler with different tech verses? yeah sound recorder can do it....do a search for Audacity, you can download it for free, it's easy to use

Goldwave homie by far is the simplest prog to use and is extremely small (5 mb) and output is excellent. otherwise Sony Soundforge or Adobe Audition.
