Once you make a move toward advancement after catching the ball (he was not bobbling it, he had it and was already tucking it in when he tried to go forward) and you drop it, it's a FUMBLE. If he had no control it would be different, but he clearly had control of the fuckin ball.
By your "two steps" standard a dude can catch the ball, stand there without moving for 5 seconds, get ripped and fumble.. but since he didn't take 2 steps it's not a fumble.
