Damn that's some bullshit. I sometimes don't move my car for 2-3 weeks and nothing ever happens. There is a car a few blocks over from me that has been in the same spot for like 2 months now. It has the zone sticker and is far from a bucket so I'm pretty sure it's not abandoned. It's just people that live in my area don't really use their cars much because them being in the same spot for a lot longer than 72 hours isn't unusual at all.
