is a vector used when to make those cartoonish versions of people? like how the grand theft auto pictures people make look. is there any specific tutorials that you would reccomend or plugins or anything that could point me in the right direction?

^^^ yeah, there are no plugins that will just whip up a vector. Learn that pen tool, it's a must for vectoring but it's also a great tool for shapes and making selections in general.
