The only reason people are as afraid of radiation as they are is that the vast majority of people are ignorant and illiterate morons.
Yes, Chernobyl laid waste to a lot of land, but the damage was pretty much limited to the immediate surroundings, the rest of Europe got some radioactive particles but nothing that would really endanger people's health. And in the end, in the words of one Ukrainian scientist, Chernobyl became the cleanest region of the whole country as it only had radiation but no humans to wreck the environment with everything else they do every day.
Any radioactive cloud coming from Fukushima will have to travel 1/3 of the globe to reach California, it will have been diluted to essentially nothing by that time.
On average, everyone gets 3 mSv of radiation every year just from the background radiation that's present in everything. But there are places in the world where the radiation background is several times that:

And yet people have lived there for thousands of years and there aren't any obvious ill effects on their health
So stop with the "The government is out to get us" thinking, the only reason people think that is that majority of people are brainless morons who neither understand what's going on around them and how the world works nor they understand that the government mostly consists of the same kind of brainless morons as themselves...
