Has anyone heard, read the book Prison Nation: The warehousing of America's poor? It was written in 2003 and is a collection of scholarly type essays on the misuse of prison, including the justice system problems, racism, power, funding, mandatory minimums, etc. I recommend, if you you like sociology type books.
