After thinking about it, it sounds like some Training Day shit. sounds like cops came up with a scheme to 'steal' that ki they heard about. tried to use some informant to get to it, etc. it just backfired.

The police were fuckin' morons for not doing any kind of check on who actually lived there. I think it's fucked up they killed the old lady but if somebody started shootin' at me, I don't give a fuck who it is; I'm shootin' back. Whether I'm in the wrong or not, I'm not gonna just let somebody start poppin' off rounds without me firing back.
