SACRAMENTO, Calif. -- A California legislator introduced a bill Thursday that would make it illegal for parents to spank their young children.

Assemblywoman Sally Lieber, D-Mountain View, authored the bill, which would make it a misdemeanor for parents to spank a child age 3 years or younger, television station KCRA reported.

The crime would carry a punishment of up to a year in jail or a $1,000 fine.


Lieber said the bill is long overdue.

"This bill is absolutely not big mother government coming in to tell parents what to do," Lieber said. "But it is creating a line in the law that stands on the side of very young children. Children that are 3 years old or younger are really sitting ducks for physical punishment, and they're no match with the speed or size or force of an adult who's beating them."

Opponents said the government shouldn't tell adults how to be parents.

If the bill passes and is signed by Gov. Arnold Schwarzenegger, Lieber said it would make California the first in the nation to have a no-spanking law.

If a child needs to be spanked...3 years old is too late. By then they are already little dipshits and won't listen to you.

Spanking and beating are different.

Nothing wrong with putting a 2 year old on your knee and giving them a couple wacks to the behind.

When my son is old enough to understand more than "no", i might give him a quick on one the ass if he gets out of line.

Fuck that, I gotta four year old son, and beleive me, he needs a spankin now and then. Don't get me wrong, I don't beat hit ass or nothin, but discapline is key to raising a child, and timeouts just don't cut it all the time. Thats why our country is so fucked up, the bible says a child w/ no discapline is like a bastard child, fuck this law and everybody who supports it.

around two is when a kids at his worst.....mine is just getting over that.....I don't hit or spank my son, but then again he's a good kid....some need spankings at that age. I think it shouldn't be before 2 tho. the thing is parents might spank too hard, cuz remember these kids are small......

I've felt more chanklas on my head and belts on my skin then should be allowed by the geneva convention....mom's was like stalin with a hurrache

for real.....I remember one time I was gettin' beat with a hell of a belt....big disco joint....I had a puppy at the time, and as I was gettin' beat, the dog came thru to hold me down....wrong move....Mom's whipped around like pooty tang and started letting the BOTH of us have it.....not one of my favorite birthdays I tell ya.

My sons about to be two and I couldn't even think of puttin' him over my knee. Then again he's a good kid so far. I really don't think spanking helps anyway. I know allot of people who were spanked who are fuck ups, and allot that were never spanked turn to be fuck ups as well.

Jeffery Eller was arrested Thursday and charged with one count of child abuse after Brevard County Sheriff’s deputies were called to a residence on the 300 block of Robyn Street to investigate a disturbance, police reports show.

Deputies reported that the child's mother said Eller, her boyfriend, picked up an orange and threw it at her son.

Police report showed that the orange struck the boy in the face, prompting the woman to call authorities.

Eller was handcuffed and taken to the Brevard County Jail Complex where a judge ordered him released under community supervision.

He is expected to go to court on the charge on Feb. 1.
