Fresno - A brief a synopsis and a couple questions

So I was out there for the weekend staying by the fairgrounds on the east...

After leaving from the downtown 'mall', I hit the 99... one of the freeway exits was blocked off by some cones, followed by a gang of tents - all of which were set up on the freeway... lookin like a refugee camp with about 50 inhabitants...

random as hell...

Is this a normal thing out that way?

Additionaly, it was painful to notice the police smashin' brand-new Chargers while the rest of the city was lookin hella hurt...

Could it be that Fresno is the Detroit of California?
